中国国际货运代理协会

中国国际货运代理协会(简称CIFA)是国际货运代理行业的全国性中介组织,于2000年9月6日在北京成立。她是我国各省(市、自治区)国际货运代理行业组织、国际货代物流企业、与货代物流相关的企事业单位自愿参加的社会团体,亦吸纳在中国货运、运输、物流行业有较高威望和影响的个人。目前,CIFA拥有会员近600家,其中理事会成员89家,各省市团体会员27家。包括各省市协会会员计6000多家。代表着整个货运代理行业。

CIFA的业务指导部门是国家商务部。作为联系政府与会员之间的纽带和桥梁,CIFA的宗旨是:协助政府部门加强对我国国际货代物流行业的管理;维护国际货代物流业的经营秩序;推动会员企业间的横向交流与合作;依法维护本行业利益;保护会员企业的合法权益;促进对外贸易和国际货代物流业的发展;为行业培训现代货代物流人才,提升行业人员素质,增强行业企业的国际竞争力;以民间形式代表中国货代物流业参与国际经贸运输事务并开展国际商务往来,参加各种国际行业会议。

CIFA成立近九年来,在发挥政府和企业之间的纽带和桥梁作用方面,在倾听、反映货代物流企业呼声,坚决维护其合法权益方面做了大量的工作,得到了政府部门、货代物流企业及社会各界的肯定和认同,为促进货代物流行业发展做出了开创性的贡献:承办的FIATA2006上海年会取得圆满成功,受到了国内外与会代表的盛赞;连续六届举办“中外货代物流企业洽谈会” ,已形成国际行业品牌,为中外货代物流企业搭建了交流与合作的平台;商务部货代法律法规及行业标准的参与修订,进一步规范了行业管理,实现了与国际接轨;申请并取得FIATA有关使用、印制、分发其运输单证的授权,在全国开始推广FIATA单证,提高了我国货代物流行业的国际竞争力;邀约保险公司全球性价比最优的货代责任保险条款,并以保费低廉、索赔及时等优势通过保监会报备,有效地帮助货代企业减少风险获取更多的业务机会;货代物流企业百强排名及信用评价的开展,促进了行业建设与发展;组织实施国际货运代理企业业务备案,能够及时向政府主管部门反映行业信息与动态;组织货代物流从业人员的国际、国内资格证书培训考试,提高了行业整体素质……

展望未来,任重而道远。CIFA将以行业服务为中心,大力发展服务贸易,促进贸易增长方式的转变,推动我国从贸易大国向贸易强国速进;围绕“服务、负责、高效、和谐”的工作方针,CIFA将在加强行业自律与协调管理、营造公平竞争的市场环境、推动我国货代物流业同国际接轨、提高我国货代物流业的整体发展水平、促进我国货代物流行业的繁荣发展等方面不遗余力。

Founded in Beijing on September 6th, 2000, China International Freight Forwarders Association (hereinafter CIFA) is a national agent organization of international freight forwarding industry. It is a social group that all provincial and municipal freight forwarders guilds, international freight forwarding enterprises and enterprises related to freight forwarding can voluntarily join, and it also accepts influential individuals in freight forwarding industry, transportation and logistics field. Now, CIFA has over 500 members (including 24 local international freight forwarders associations from each province, city or autonomous region as group members), including 97 council members and 48 standing council members.

CIFA’s business is under the guidance of the Ministry of Commerce. As a tie and bridge between government and members, CIFA’s tenet is: to assist the government to enforce the regulation of our freight forwarding industry; to maintain the business order of international freight forwarding industry; to promote the communication and cooperation among the member enterprises; to safeguard the interests of the industry according to law; to protect members legal rights and to boost the development of foreign trade and international freight forwarding industry; and on behalf of China’s freight forwarding industry; CIFA, as a non-governmental organization, takes part in international trade and transportation affairs and carries out international commercial intercourses, and attends all kinds of related international meetings.

During the last five years since its foundation, CIFA has done a lot of work acting as media between government and enterprises in listening and reporting freight forwarding enterprises’ voices and firmly safeguarding their legal rights.

CIFA receives credits and approval from government, freight forwarding enterprises as well as from all other circles of the society for its pioneering contribution in promoting the development of freight forwarding industry.

中亚区域经济合作货运和货代协会联合会

2009年,在中亚区域经济合作(CAREC)的支持下,一个由各国货运协会、货代协会和物流协会组成的非政府、非营利性组织——中亚区域经济合作货运和货代协会联合会 (CFCFA)——成立了。
中亚区域经济合作货运和货代协会联合会 (CFCFA)是:

·为了发展该区域运输和物流,促进公私合作发展的平台;

·CAREC地区国家协会解决首要问题的合作机制;

·可以积极参与CAREC资助项目的执行,并提供新项目
中亚区域经济合作货运和货代协会联合会 (CFCFA)的目标

I. 为CAREC运输和贸易便利化提供来自私营部门的看法

i. 加强CAREC地区各协会之间的合作,并且加强CAREC国家和其他国家间的合作;

ii. 与国际政府和非政府组织、金融机构、CAREC各国政府合作;

iii. 提高公众对区域运输、贸易和物流问题的认识,并促进这些问题的解决;

iv. 制定并促进战略、规划、提议和区域技术合作项目,以发展运输和物流服务;

II. 支持相关政府机构改善运输和贸易便利化政策与基础设施

v. 支持政府建立起有利于运输、货代和物流活动的良好条件;

vi. 进一步推动区域运输和物流项目在成员国中的执行,并拓展公私合作;

vii. 进一步发展欧亚陆路运输和多式联运;

viii. 反对对运输方式的歧视,反对对运输服务、货代和物流服务的垄断。

III. 提高公路承运人、货代业者和铁路运输业者的专业水平

ix. 集中各国家协会成员提高国内和国际运输的效率;

x. 在运输和物流中运用国际最佳实践;

xi. 统一、改善和简化国家与国际规范单据和手续,促进运输和贸易;

xii.提高CAREC公路承运人、货代公司和物流公司的专业水平、效率和质量。

In 2009 at the initiative of national carrier, freight forwarder and logistics associations and with the CAREC support, a non-government and non-profit organization – CAREC Federation of Carrier and Forwarder Associations (CFCFA) – was established. CFCFA is:

·an instrument of public private partnership expansion for developing transport and logistics in the region;

·a cooperation mechanism for CAREC region’s national associations to solve topical issues;

·possibility of active participation in implementing and initiating new projects for CAREC financing
Objectives of Central Asia Regional Economic Cooperation Federation of Carrier and Forwarder Associations

I. Contributing a private sector perspective to CAREC transport and trade facilitation efforts

i. Strengthen cooperation between associations in the CAREC region and between the CAREC countries and other countries;

ii. Work with international government and non-government organizations, financial institutions, CAREC governments;

iii. Raise public awareness on regional transport, trade and logistics issues, and facilitate their resolution;

iv. Develop and promote strategies, programs, recommendations and regional technical cooperation projects aimed at developing transport and logistics services.

II. Supporting relevant government agencies in improving transport and trade facilitation policies and infrastructure

v. Support the governments in establishing conditions conductive to the development of transport, forwarding and logistic activities;

vi. Further implementation of regional transport and logistics projects in the member countries, expansion of public private partnership;

vii. Further development of Euro-Asian land transport and multi-modal transport;

viii. Counter discrimination of transport types and development of monopolism in provision of transport, forwarding and logistic services.

III. Enhancing professionalism within road carrier and freight forwarder industries, railway transportation

ix. Consolidate efforts of the national associations that are active members to improve efficiency of the domestic and international transport;

x. Adoption of international best practices in transport and logistics;

xi. Unify, improve and simplify national and international regulatory documents and procedures to improve transportation and trade;

xii. Raise the level of professionalism, efficiency and quality of CAREC road carriers, freight forwarders and logistics companies.
